He *definately* looks merled from the photo doesn't he, which wouldn't come from the breeds they list. I find it exasperating how often pound staff don't correctly id breeds, must result in some dogs not getting found. 2xs I've met dogs who've come from the RSPCA (one I reckon was a Koolie x and one full Koolie) and they were identified respectively as a BC x Stafford (!) - in spite of being a red merle - and a Koolie x - with the latter dog the owner told me the RSPCA staff had thought the dog had too much white on her to be a purebred Koolie (!!) I think you deserve a pat on the back for finding these dogs - correctly iding their breed might not change the outcomes for them, but it might too.

The dog catcher from our council comes down to me if he has trouble identifying a mix, apparantly I am quite good at getting the breed mixes right. The boy has definately got ACD in him with a touch of koolie for sure. He has his tags on him, why don't they contact their owner or don't they do that at that pound?

Yeah, a metal tag, and a
http://www.petregister.com.au/ plastic tag by the look. Weird, particularly if he's in the pound for being a stray. Someone owns this dog, maybe they've just forgotten to update their contact details with the pet register. I reckon he looks Koolie X ACD.

A lot of refuges/councils use those types of tags to identify the dog while it's with them, he may not have come in with them.
The problem with identifying breeds in pounds is that often what is thought about a dog isn't falsifiable - you can't get feedback about what they actually are if you never find the owner.
I went to a seminar while ago by the woman who designed the behaviour assessment tool used by the Brisbane RSPCA (don't know if they're still using it - they have been through a bunch of different tools, although this one they had been using for quite a while at that point, anyway...) and one of the things I was struck by was her belief that it was ok to identify breeds 'creatively' when you don't have definite info. We watched video of an assessment of a particularly likable but fairly strong dog that I would id as a Rotty X and she said they sold him as a Bernese Mtn Dog x. I think she's right in thinking that people are more likely to buy a dog of a rare or interesting breed, and avoid a breed they may have hang-ups about, regardless of the actual characteristics of the dog, but I imagine the new owner feeling quite disgruntled and like they've been taken advantage of when they realise that he isn't what they were told he was.
Tan points are recessive (at) so I think he would need to have had both parents at least carrying tan points. Do ACD ever have tan points? Don't think I've ever seen one that did, but I'm really not into cattle dogs, so maybe I just never noticed. Ok, I looked it up, and they do.

The red tag on the dog is most likely the council registration tag.
That is the type of tag that is issued by a lot of Councils with a registration number on them. I know that with our Council our system only keeps the current registration tag number and if his owners have not paid their current registration his contact details may not be accessible. And even if they were contacted owners do not always pay impoundment fees and leave the dogs to their fate. Of the 20 or so dogs that are impounded each month only 5 or 6 are bailed out and go home. The rest if they are popular breeds someone may purchase or they are put down.
Blue ACD's can be either blue and black or blue, tan and black. (up here the tan points are very common)picture of Mikki below who's colour is called a blue mottle

Good going Sheree he definitely Looks to have Koolie influence by the photo.
Though I suppose he could be Border(they throw merle) X ACD it would produce this type of dog.
I guess it would come down to his tempermemt to give you a better indication of his parentage.
He's a nice looking boy, it will be interesting to see what Ailsa says.
I finaly got some of the rescues up on petrescue and we have just had an enquiry for lucy(Koolie X Dalmation) so fingers crossed.
Let you know how it turns out.

this is from Ailsa..... He is a stray - his rego tags and microchip details are out of date - he seems in pretty good nick and is very friendly but nobody has been enquiring for him. I have put our name down in case nobody else takes him - they think he will probably be due next Tuesday depending on how busy they get over Easter.

Hi all this boy was temp tested today and this is his write up
Age: Approx 4 years
This stunning looking boy is an active bloke. We believe he is a Koolie X. He would need plenty of exercise and would thrive doing agility or flyball. He is good with other dogs, he loves the ball and he loved the water. He has some basic training. Appears to be house trained. An all round good dog.
